Which procurement markets are growing or cooling: recent years against the years before, by CPV division (or one level below a given CPV) and country. Ranked by growth in notices and value, more offers per award and fewer single-bid awards.

Parameters

`until_year`	last year of the recent window
`window`	years per window, default 2
`min_notices`	minimum notices per window, default 20
`top`	markets per list

Rising: CPV 60 transport services 759 to 1,571 notices, EUR 3.4 to 13.6 billion, 6.1 offers per award.
Rising: CPV 85 health and social work 662 to 858 notices, EUR 4.6 to 13.0 billion, offers up from 6.8 to 8.1.
Cooling: CPV 48 software packages 104 to 97 notices, EUR 722 to 161 million, single-bid share up from 37 to 43 percent.

Heat is a published formula: log growth in notices and value, the change in offers per award, and the change in single-bidder share. The formula is returned with every answer.
