Deadline and title changes on tracked open notices since a date, for example an extended deadline. Default: the last seven days.
Tool name: tenders_changes. Call it from any MCP client connected to https://mcp.rednet.ltd/mcp.

- One row per change notice id, the field that moved, the old value, the new value, and when Rednet saw it.
Notices are checked daily. A source that fails to refresh never closes its notices, so a missing tender is never reported as closed by mistake.
